Vehicle Adaptation and Modification

Mobilicare connects drivers, passengers and families with companies and specialist garages that provide vehicle adaptation and accessibility solutions across Malaysia.

Services may include wheelchair ramps and lifts, transfer seats, wheelchair restraint systems, hand controls, steering aids, pedal modifications and other accessibility features for drivers or passengers with mobility needs.

Companies listed on the platform undergo Mobilicare’s verification process. Depending on the service provided, they must demonstrate compliance with relevant safety requirements, hold applicable certifications and/or complete training recognised or conducted by Mobilicare.

Users can compare providers based on their location, experience, services, qualifications, ratings and customer feedback. Every proposed modification remains subject to an assessment of the user’s needs, vehicle compatibility and applicable regulatory or insurance requirements.

What type of adaptations or modification?

Wheelchair Ramps and Lifts

Wheelchair ramps and powered lifts provide safer access into and out of suitable vehicles. Ramps offer an inclined entryway for manual or powered wheelchairs, while hydraulic or electric lifts raise the passenger and wheelchair to the vehicle floor. The appropriate system depends on the vehicle, wheelchair dimensions, combined weight and available space.

Transfer Seats

Transfer seats help passengers move more easily between a wheelchair and the vehicle. Depending on the system, the seat may rotate, extend outside the vehicle or lower towards the ground to reduce lifting, bending and difficult movements. Transfer seats are suitable for users who can travel safely in a standard vehicle seat but require additional support when boarding or alighting.

Wheelchair Restraint Systems

Wheelchair restraint systems secure an occupied wheelchair during transportation. They normally include wheelchair tie-downs and a separate occupant seat belt to protect the passenger. The selected system must be compatible with the wheelchair and vehicle, correctly positioned and used according to the manufacturer’s instructions.

Hand Controls

Hand controls allow eligible drivers to operate the accelerator and brake using their hands. Different configurations are available to match the driver’s strength, movement and coordination. Selection and installation should follow an individual assessment, professional recommendation and any applicable licensing or road-safety requirements.

Steering Aids

Steering aids, such as spinner knobs and specialised grips, help drivers control the steering wheel with reduced strength, grip or movement. The most suitable aid depends on the driver’s functional ability and the vehicle’s steering system. Some steering aids may need to be used together with hand controls or other adaptations.

Pedal Modifications

Pedal modifications improve access to the accelerator, brake or clutch for drivers who cannot comfortably use the vehicle’s original pedal arrangement. Options may include pedal extensions, left-foot accelerators and repositioned controls. These modifications require careful assessment, professional installation and testing to ensure that the vehicle can be operated safely.

All vehicle adaptations should be assessed, installed and inspected by a qualified provider. Users should also notify the relevant licensing authority and motor insurer where required before operating a modified vehicle.

Terms and Conditions for Vehicle Adaptation and Modification Services

These terms apply to vehicle adaptation and modification services found or arranged through the Mobilicare platform, operated by Jom Makcik Sdn. Bhd. (“Jom Makcik”).

By requesting or purchasing a service, the vehicle owner agrees to these terms and to any separate quotation, warranty and service agreement issued by the selected modification company or garage (“Service Provider”).

Role of Mobilicare and Jom Makcik

Mobilicare is a platform that helps users identify and connect with independent companies and specialist garages providing vehicle adaptation and modification services.

Unless expressly stated otherwise, Jom Makcik:

  • Does not manufacture, supply or install the modification;
  • Is not a party to the contract between the vehicle owner and Service Provider;
  • Does not supervise the Service Provider’s daily work;
  • Does not issue JPJ, PUSPAKOM or other regulatory approval; and
  • Does not guarantee that a modification will be approved by any authority.

A provider’s listing, verification, certification or completion of Mobilicare training does not replace statutory approval and does not constitute a guarantee of workmanship, continued compliance or suitability for a particular user or vehicle.

Available Modification Services

Services may include wheelchair ramps and lifts, transfer seats, wheelchair restraint systems, hand controls, steering aids, pedal modifications and other accessibility adaptations.

All work is subject to an assessment of:

  • The driver’s or passenger’s individual requirements;
  • The vehicle’s make, model, age and condition;
  • Equipment compatibility and weight limits;
  • Structural, electrical and mechanical safety;
  • Manufacturer requirements; and
  • Applicable JPJ, PUSPAKOM and insurance conditions.

Vehicle Owner’s Responsibilities

The vehicle owner must:

  • Provide accurate vehicle, ownership and user information;
  • Disclose previous modifications, accident damage and mechanical problems;
  • Obtain any medical, driving, insurer, financier or regulatory approval required;
  • Review and approve the provider’s written quotation and proposed design;
  • Follow all operating, inspection and maintenance instructions;
  • Stop using equipment that appears loose, damaged or unsafe; and
  • Arrange all legally required inspections and registration updates.

The owner must not permit an unqualified person to alter or repair the installed equipment.

Assessment, Quotation and Payment

The Service Provider will assess the vehicle and intended user before recommending a modification.

The quotation should identify the equipment, installation work, price, expected completion period, warranty and any excluded work. Additional work or charges require the owner’s approval.

Custom-made or specially ordered equipment may require a non-refundable deposit once procurement, fabrication or installation has commenced, subject to applicable law.

Installation and Handover

The Service Provider is responsible for completing the installation using suitable components, competent personnel and applicable safety procedures.

At handover, the provider should:

  • Demonstrate the safe operation of the equipment;
  • Provide operating and maintenance instructions;
  • Identify applicable weight or usage limits;
  • Supply warranty and installation documents;
  • Explain emergency or manual-release procedures where relevant; and
  • Inform the owner of required inspections or approvals.

The owner should inspect and test the modification with the provider before accepting the vehicle.

Regulatory Inspection and Approval

Jom Makcik strongly urges every vehicle owner to submit the modified vehicle for inspection and testing by PUSPAKOM or another inspection body authorised by JPJ, and to obtain any approval required by JPJ before using the modification on public roads.

Where applicable, the owner must:

  • Obtain prior JPJ approval;
  • Complete the required PUSPAKOM or authorised inspection;
  • Submit the inspection report to JPJ;
  • Update the vehicle’s registration particulars;
  • Notify the motor insurer and financier; and
  • Retain all approval, installation and inspection documents.

A vehicle owner must not assume that the modification is road-legal merely because installation has been completed. Failure to obtain a required inspection or approval remains the vehicle owner’s responsibility.

Defects, Faulty Work and Equipment Failure

Any fault, defect, unusual movement, warning indication or equipment failure must be reported immediately to the Service Provider. The equipment should not be used until it has been inspected and confirmed safe.

The Service Provider is responsible for investigating complaints concerning its equipment, parts, installation and workmanship. Subject to the provider’s warranty and applicable law, the remedy may include repair, replacement, refund or compensation.

The owner must preserve photographs, invoices, inspection reports, damaged parts and other relevant evidence when making a claim.

Responsibility and Compensation

The selected Service Provider is responsible for the quality, safety and legality of the modification services it performs and for addressing claims arising from defective parts, faulty installation, poor workmanship, misrepresentation or failure to follow agreed specifications.

Any claim for repair, replacement, refund, property damage, personal injury or other compensation arising from the Service Provider’s work must be made directly against that Service Provider and, where applicable, its manufacturer, supplier or insurer.

Jom Makcik is not responsible for defects, faulty workmanship, equipment failure, vehicle damage, injury, loss or regulatory non-compliance caused by an independent Service Provider. Jom Makcik does not undertake to pay compensation on behalf of that provider.

However, nothing in these terms excludes responsibility arising directly from Jom Makcik’s own negligence, fraud, wilful misconduct, breach of a mandatory legal duty or any liability that cannot lawfully be excluded.

Warranty and Maintenance

Warranty coverage is provided by the Service Provider, equipment supplier or manufacturer according to its written warranty terms.

Warranty protection may be affected by:

  • Misuse or overloading;
  • Failure to maintain the equipment;
  • Unauthorised repair or alteration;
  • Accident or water damage;
  • Normal wear and tear; or
  • Failure to follow operating instructions.

The owner is responsible for arranging periodic inspection, servicing and maintenance at the recommended intervals. Passing an initial inspection does not remove this continuing responsibility.

Modification of Driver Controls

Hand controls, steering aids and pedal modifications must be individually assessed and tested. The driver must possess the appropriate driving licence and comply with any medical, competency, licence endorsement or vehicle approval requirements.

Installation of driver controls does not itself confirm that a person is medically or legally fit to drive.

Insurance

Before using a modified vehicle, the owner should provide full details of the modification to the motor insurer and obtain written confirmation of continued coverage where appropriate.

Jom Makcik and the Service Provider are not responsible for an insurer’s refusal or reduction of a claim resulting from the owner’s failure to disclose a modification.

Complaints

Complaints should first be submitted to the Service Provider using the contact details shown in the booking or invoice.

The owner may also report the matter to Mobilicare. Jom Makcik may assist with communication, review the provider’s platform status or preserve relevant booking records, but this does not make Jom Makcik responsible for resolving or paying the underlying claim.

Serious safety concerns may be reported to JPJ, PUSPAKOM, the relevant consumer authority or another competent authority.

Applicable Law

These terms are governed by the laws of Malaysia. Nothing in them removes any consumer right or remedy that cannot lawfully be excluded or restricted.
